Chattanooga Public Library Goes Fine-Free, Eliminates Overdue Fines to Boost Community Access

The Chattanooga Public Library (CPL) is taking a bold step toward greater community accessibility by removing late fines for overdue materials. Starting immediately, the library is abolishing all existing overdue fines and will no longer charge daily fines on overdue books, DVDs, CDs, and other borrowed items.
This move aligns with a growing nationwide trend among public libraries to eliminate barriers to access and foster a more inclusive environment for all patrons.
CPL officials announced the new policy with the slogan, “Read Without Fines,” emphasizing their commitment to redefining what a public library means to the Chattanooga community. Patrons are encouraged to return overdue items without fear of financial penalties, making it easier for everyone to enjoy library resources.
Why Go Fine-Free?
Research backs the decision, showing that removing fines does not compromise the return of materials—in fact, it often encourages more responsible borrowing. A 2022 study by the New Jersey Library Association revealed that fine-free policies lead to increased library card registrations, higher circulation rates, and a greater percentage of materials being returned. Additionally, library staff can dedicate more time to patron-focused services instead of managing fine collections.
While fines historically contributed a small portion to the library’s budget, their removal is driven by a desire to remove financial barriers for individuals and families. What Patrons Need to Know…
– No more daily late fines on overdue items.
– Responsibility to return borrowed items remains; reminders via email and text will continue.
– Any previous overdue fines have been waived.
– Items overdue by more than 45 days will be considered “lost,” with replacement costs applied. However, if the items are returned within 365 days of the original due date, the cost will be waived.
Exceptions for Beyond Books Collections
A $1 per day overdue fine will still apply to select non-book items, including adventure library gear, family passes, telescopes, memory kits, mobile devices, tools, and toys, due to limited availability.
To further support patrons, the library is offering a fine forgiveness program until June 30, 2026. Any overdue materials—regardless of how long they’ve been overdue—can be returned to the library, and any associated fines or replacement fees will be waived. Library staff urge patrons to return overdue items to clear their records and help other community members access resources.
By eliminating fines, the Chattanooga Public Library hopes to foster a more welcoming environment where everyone feels comfortable borrowing and returning materials.
